BASC’s Participation in the Academic Agenda at the 2025 CBP–CTPAT Trade and Cargo Security Summit in New Orleans Stands Out

World BASC Organization (WBO) was invited to participate in the academic agenda of the 2025 Trade and Cargo Security Summit, the annual event organized by the U.S. Customs and Border Protection (CBP) and its Customs Trade Partnership Against Terrorism (CTPAT) program, held May 5–8 in New Orleans, United States. 

Representing the private sector and BASC member companies, Erik Moncayo, international president of WBO, was invited to speak on the panel “CTPAT Cost Benefit Analysis to Calculate Return on Investment.” Alongside CBP and SCAN representatives, Moncayo discussed the tangible impact and benefits of the CTPAT program across the global supply chain. In his remarks, he emphasized the importance of evaluating the return on investment (ROI) of trade security initiatives, highlighting the BASC Security and Control Management System (SGCS), which contributes to risk mitigation, operational efficiency, and strengthened trust between public and private sector actors. 

The panel was moderated by Dina Amato, acting deputy executive director for Cargo and Conveyance Security (CCS) within CBP’s Office of Field Operations (OFO). Other panelists included Jennifer Kissner, director of Global Trade Compliance and Honorary Chair of the SCAN Association; Dan Purtell, group innovation director at British Standards Institution (BSI); and Erik Moncayo, representing WBO. 

BASC’s participation in this forum reflects over 20 years of institutional cooperation with CBP, formalized through Joint Declarations signed in 2012 and 2021, the latter accompanied by an Action Plan outlining priority areas of collaboration to strengthen security throughout the international supply chain, benefiting certified companies. This panel is a concrete example of the joint efforts between both organizations to promote stronger compliance standards, enhance information sharing, and deliver added value to companies committed to secure trade in the region.

During the event, a strong BASC delegation was present, including WBO senior management and representatives from the BASC USA, BASC Mexico, and BASC Colombia chapters, who helped strengthen cooperation between the private sector and participating customs authorities.
